I was able to make a good Balance Level 150 PvE gear setup (in my opinion), here's what I have. Hat: Merciless Balance Cap. Robe: Drape of the Exalted One. Boots: Dragoon's Balanced Boots. If you want perfect accuracy, yes. The difference in everything else is minimal; with damage scaling, you lose out on a whopping 1 damage at most, depending on what type of pet you run. 1 extra resist is nice, but negligible in exchange for the accuracy. 4 crit is actually useless. 138 health is a bit of a loss, but not enough to feel cheated ...180 damage completely f2p on this one.
