Velka's rapier is a new favorite of mine. It has great scaling in both intelligence and dexterity, and a versatile and fun moveset. The followup 2H R2 is so incredibly badass, and the 1H R2 has a high swipe range that hits twice. It's a lot of fun and definitely worth upgrading once you get it, even late-game. For pvp it depends, the rapier has higher critical damage but the estoc has higher base damage, making it a better choice for turtling.
