Why does my dasher app keep saying login error.

When I dash it literally keeps pausing every 3 minutes and I am unable to get any orders. Yesterday I waited in a hotspot for an hour, I drove to different ones to see if it were because of my internet connection, but still it's every 3 minutes. Trying to become a dasher, app won't let me do it. I've read the whole FAQ and it doesn't seem to mention when you try to put your info to become a dasher but it keeps saying "This action is not allowed", even thought all my info is 100% correct.
