At 128 blocks in the air I built my base platform for the bottom of my usual mob spawner and then built the rest of it as normal. Climbed back to the base of that farm (still 128 blocks above the highest point below) and the mobs started tumbling down like rain. Technically there are different mob caps. Hostile mobs, passive mobs, squid etc. And the mob caps are dimension specific. So the end and nether each also have mob caps. That's one of the reasons endermen farms are so op.
