The only option to get lots of S++ soldiers with any real progress is to git gud and do strong FOB bases that have S++ soldiers on them. They're way harder than grinding but far, far more fun IMO. Besides, there's no point in having lots of them unless you're going to get into FOB. Sure you can't get all the upgrades ...
