From my experience, putting a fridge in front of a window creates a "wall" for zombie's AI. last I tried, it does work as a wall or barricade. the zombies will break light objects such as chairs fairly easily though. AND when ever I put objects to block a window from the INSIDE the zombies can walk through it.If you barricade from the outside, you have to be outside to remove the barricades. That's the first thing that comes to mind. Both. Both is good. Planks on the outside, metal on the inside. Zombies make a lot more noise when banging their head against a metal sheet and increase the chances that more will be attracted.

As mentioned you can do it from both sides so 8 planks per window which offers longest protection. However be aware that having more than 3 planks on each side means you can't look out the window anymore. Also it can be benefitial to alternate between outside and inside barricading. When you build a "window" you are only building a wall with a space for a window. You can take windows from houses using a crowbar and put them in that space, you can then board them up.
